Bill to Amend and Integrate Education Laws Registered in Nepal's House of Representatives

Kathmandu: The Government of Nepal has taken a significant step in reforming the education sector by registering a bill aimed at amending and integrating laws related to education in the House of Representatives.

This long-awaited bill is expected to bring about comprehensive changes in the management of schools while also establishing national standards for the establishment and operation of educational institutions. After its registration, the bill will be made available on the website of the Federal Parliament Secretariat.

Key provisions of the bill include:

Transparent School Management: The bill aims to enhance the transparency and clarity of school management. It specifies that the establishment and the addition of classes for private investment schools should be approved based on recommendations from the local level. Furthermore, private schools are allowed to charge fees within limits set by the local level authorities, whereas public schools cannot charge fees.

Guthi for New Private Schools: New private schools will operate under the Guthi (Board of Trustees). However, existing private schools are not obligated to shift to this system.

Parental Involvement: The bill emphasizes parental involvement in school governance by requiring the selection of the chairperson of the school management committee from among the parents.

Employee Benefits: The bill also addresses the rights and benefits of school employees.

These measures are expected to lead to a more structured and accountable education system in Nepal, ensuring that both public and private schools adhere to defined standards and regulations. The bill's registration marks a significant step toward education reform and improved educational opportunities for Nepali students.
